The initial report mentions at least $6 million between 2011 and 2014 being shoveled from the Department of Defense to the NFL. The same report says 16 different teams got a cut of the proceeds. Further reporting revised the overall amount to $5.4 million split between 14 teams (that were verified), according to PBS.
Of that $5.4 million, the bulk of it was spent by the National Guard, and the remaining amount by the Army and Air Force. To be fair, the NFL did return some of the money it received from the military after the public learned what was going on.

It's also not illegal or necessarily unethical for it to have received money in the first place. But you should know looks can be deceiving — especially all of that camouflage. According to the U.S. Naval Institute, the very first military flyover as we know it today may have happened in 1918 during the opening day of the World Series in Chicago. This event featured approximately 60 aircraft flying over Comiskey Park, home of the Chicago White Sox.

allowing us to pay tribute to our frontline and essential workers," said Ohio 180th Fighter Wing Senior Master Sergeant Beth Holliker. Controversies involving the national anthem and player protests are dominating the conversation when it comes to the NFL.
While the national anthem protest started with Colin Kaepernick's attempt to bring attention to police violence and racial issues, President Donald Trump hijacked it and made it about something else entirely. In his eyes, taking a knee during the anthem is a slap in the face to the military, veterans, and the country at large.
However, event planners may be required to pay for the travel expenses of the team and this may cost upwards of $3,000 per day, conservatively estimated in FY 2020 dollars. These expenses are naturally subject to change, but it gives a good idea of what an operating budget should be for event planners wanting to request aerial support.
It is not very often that the same display would be appropriate at a football game or a funeral, but the flyover—a defined formation of aircraft passing over a gathering—pertains to both in practice and heritage.
Most present-day flyovers are relatively simple affairs with fewer than six aircraft performing a routine that any flying unit might execute after a few hours of training. Some national media outlets like the NY Daily News and Washington Post reported at the time that flying the squadrons costs taxpayers $60,000 an hour, prompting skepticism about the displays versus the need for personal protective gear and economic stimulus.
Often, these complaints are also criticisms of President Donald Trump and his administration. The "missing man" is indicated by an incomplete formation. The aircraft flew in a pattern as though the missing plane was still flying with the group.
The missing man formation is used today for the same purpose, paying tribute to a fallen pilot and jet. You may also be required to make contact with the Federal Aviation Administration to clear the event.
Aircraft cannot simply be scheduled to fly over a certain area–clearances must be granted and air traffic controllers must know about the event to schedule incoming and departing flights around the flyover event. Not all flyover formations are performed to entertain or inspire;
some are done in memoriam for the fallen. Missing man formations are common at some military funerals for highly decorated soldiers, sailors, airmen, Marines, and Coast Guard members. One team, the New York Jets, received hundreds of thousands of dollars to include a segment called Hometown Heroes.
The program gave soldiers and their families tickets and also put them on the Jumbotron. It's a nice gesture, sure. But it's the fact that the team was being paid for it that didn't sit right with a lot of people.
During this process, there was never any discussion about a plan to have female pilots participate - only talk of how the flyover would commemorate 50 years of women in naval aviation, the Navy member said.
While flyovers are going to eat up a huge amount of resources, getting service members to the games isn't cheap either. Again, we don't have exact numbers on this, but game tickets, premium seats, and skyboxes aren't free.
Most people likely assumed the NFL was welcoming soldiers to the games — and not being paid to do so. "The Navy made some changes to the initial lineup of aviators participating in the Super Bowl," Cmdr.

Super Bowl LVII." The change of plans was quietly made to the public with news reports and a "Good Morning America" segment that celebrated the all-female crew just days ahead of the Super Bowl. The segment made no mention of the Navy's original plan of having a team of both male and female aviators.
